Hyderabad: The Yadagirigutta police on Friday arrested two persons on charges of illegally possessing explosive substances and seized 245 gelatin sticks and 670 detonators. The arrested persons were identified as D.Vinod (30) from Yadagirigutta and S.Mahesh (30) from Bhongir rural.

The duo procured explosive substances from unknown dealers illegally without any valid license and sold them to construction contractors to be used at construction sites in and around Yadadri-Bhongir district, police said.

Vinod was involved in similar cases in the past. Further, it came to light that Mahesh supplied explosives to others illegally.

A case under sections of the Explosives Act was booked and being investigated.

Rachakonda police commissioner DS Chauhan appreciated the police team for its efforts in nabbing the offenders and averting major mishap.

Hyderabad: Stating that Telangana government was implementing many welfare and development programmes, Governor Tamilisai Soundararajan said she learnt a lot from Chief Minister K Chandrashekhar Raos’ administration in the last four years.

Chief Minister K Chandrashekar Rao has a strong political presence and extensive experience, she said. “In the last four years in Telangana, I observed a lot about administration and it has been a good learning experience, Tamilisai Soundararajan said while speaking to media persons at Raj Bhavan here on Friday.

The Governor who completed four years in Telangana and released a coffee table book. Regarding the TSRTC merger Bill with the State government, the Governor said she had received the TSRTC Bill on Thursday after it underwent a review by the Law Department.

“I had a few doubts and wanted to get them clarified from the Law Department. In fact, I had spoken with different groups of TSRTC employees” said Tamilisai Soundararajan adding that there was a reason behind delaying the Bills sent by the State Government. On the delay in finalizing the MLC candidate nominees D Shravan and K Satyanarayana under Governor’s quota, she said was still evaluating the nominees.

“The nominations have to fill in some categories, including sports, culture and social service. It is not a political nomination and it is being done under Governor’s quota. I am assessing these nominations and will act accordingly” Tamilisai Soundararajan said. Over the State and Central government’s rift, the Governor said there has to cordial relationship between the State and Central government. Irrespective of State or Central government schemes, people should get benefited, she added.

Hyderabad: Medical education in Telangana will enter a new phase on Friday with the inauguration of nine new medical colleges on a single day by Chief Minister K Chandrashekhar Rao.

The new medical colleges, along with upgraded district hospitals, will not only elevate medical education and tertiary healthcare in districts, but will also pave the way for Telangana to become the first Indian State to have established government medical colleges in all its districts.

Except for Telangana, no other Indian State has established nine medical colleges and received permission to roll out 900 MBBS seats in a single academic year (2023-24). In the process, it secured 43 per cent of all government MBBS seats, which received permission across India from the National Medical Commission (NMC).

This year, a total of 2,118 medical seats received NMC permission, of which 900 were added in Telangana. The seat allotment and formalities related to students reporting at new campuses in Kamareddy, Karimnagar, Khammam, Jayashankar Bhupalpally, Asifabad, Nirmal, Rajanna Sircilla, Vikarabad and Jangaon have been completed.

Works are already under way to start eight more government medical colleges and the attached district hospitals by next academic year 2024-25 in Jogulamba Gadwal, Narayanpet, Mulugu, Warangal, Medak, Yadadri Bhongir, Rangareddy and Medchal Malkajgiri.

“It is the vision of Chief Minister K Chandrashekhar Rao to transform Telangana into Arogya Telangana. We will be the first State to establish government medical colleges in all districts, which will foster more opportunities for students to pursue medical education and further enhance healthcare services,” says Health Minister T Harish Rao.

BJP’s bizarre claims about colleges

While the Telangana government was running against time to complete the construction of 9 medical colleges, upgrade the attached district hospitals, recruit teaching faculty and get them ready for NMC inspection, the BJP-led union Government at the centre was busy making outright lies and bizarre claims about its non-existent role in getting medical colleges sanctioned and funded for Telangana.

On several occasions, last year and even this year, the BJP-led union Government kept making deceitful lies by claiming that it established and even funded the medical colleges in Telangana.

Till date, the BJP-led union Government has not allotted or funded a single medical college under its Centrally Sponsored Scheme (CSS) titled ‘Establishment of new Medical Colleges attached with existing district/referral hospitals. And yet, it quite shamelessly keeps lying and spreading confusion through misinformation by claiming that it has established medical colleges.

To put the record straight, the Telangana Government incurred an expenditure of over Rs 4, 500 crore (each medical college developed with a cost of over Rs 400 crore) to develop 9 medical colleges. The fact also remains that it was the NMC that recognized the 9 medical colleges and not the union Government.

Hyderabad: From attendance, field visits, project studies, internships, industry visits, quiz, portfolios to online simulations, all the areas will carry weightage in the total marks or credits in the conventional degree courses from this academic year.

The evaluation system in the degree programme will become robust with focus on experiential and applied learning while doing away with the age-old practice of rote-learning method.

The Telangana State Council of Higher Education (TSCHE) along with State universities will be putting a new evaluation system in place that equally emphasises on the formative assessment, which includes quizzes and discussion, reports, live projects, group projects, internship, and industry visits.

Currently, 30 marks are earmarked for the formative assessment and 70 marks for the end-semester examinations. Over a period of time, this percentage of marks will be tweaked, with both assessments receiving equal weightage i.e. 50:50.

These are some of the several recommendations made by the Indian School of Business (ISB) experts, who were tasked by the TSCHE to study the assessment and evaluation systems in higher education in the State. The report is based on the survey conducted in 14 colleges (six urban and eight rural), four aided and 10 State-run. Four autonomous colleges were also part of the sample. Additionally, a questionnaire survey was administered to over a sample of 3,322 students and 909 teachers.

In its report, the ISB pitched for the introduction of the continuous and comprehensive evaluation system. The experts strongly advocated for moving from “assessment for learning” to “assessment as learning”.

The experts advised the TSCHE and State universities to adopt the Bloom’s Taxonomy, a framework for organising educational goals and objectives into different levels of cognitive complexity, as every student has a way of learning and understanding. The taxonomy has six levels of cognitive skills: Remembering, Understanding, Applying,

Analysing, Evaluating and Creating. This will be used to prepare question papers and assignments.

The ISB pitched for the setting up of Centres for Innovation in Evaluation and Assessment in each university. These centres will conduct research to introduce new methods of evaluation and assessment to test understanding and application as opposed to ‘rote-learning’.

“As suggested in the ISB report, a new evaluation system will be implemented from the present academic year. Attendance, quiz, group discussion, and portfolios will also carry weightage in the assessment. We will also establish Centres for Innovation in Evaluation and Assessment for implementing the new evaluation system,” TSCHE Chairman Prof R Limbadri told ‘Telangana Today’.

Hyderabad: To ensure supply of sand at reasonable prices to people seeking to construct their homes in Telangana, the State government has decided to strengthen the existing system and streamline sand distribution without any obstacles. Through effective and transparent sale of sand and other minerals, the Mines and Geology department contributed a substantial revenue of Rs 5,444 crore to the State exchequer in the last seven years.

Mines and Geology Minister P Mahender Reddy who chaired a review meeting with senior officials concerned at his chambers in Dr BR Ambedkar Telangana State Secretariat on Friday.

Speaking on the occasion, the Minister said robust measures were being implemented through the online system for transparent auction and sale of sand in the State. He said the Telangana State Mineral Development Corporation (TSMDC) has won numerous accolades at the national level, for its efficient management of 101 sand reaches across the State. These reaches were constantly under vigil, using 400 closed circuit cameras to prevent illicit activities.

Mahender Reddy instructed officials to expedite approvals for sand-related activities in patta lands by pursuing the issues with all District Collectors. He commended the Mines and Geology department for its exceptional progress and assured to take up the proposals with Chief Minister K Chandrashekhar Rao for filling 127 vacant posts in the department. He also reiterated efforts to leverage technology and bolster effective functioning of the department.

Chief Secretary A Shanti Kumari, Director of Mines Katyayani, TSMDC Managing Director G Malsur, and other senior officials, participated in the meeting.

Hyderabad: The family members of a 43-year-old salesman from KPHB Colony, Kukatpally, Gannavaram Suresh, who was declared as brain by a team of attending doctors, have donated his organs for needy patients under State-run Jeevandan organ donation initiative.

On Wednesday, September 6, G Suresh complained of severe headache and became unconscious. Family members shifted him to Ramdev Hospitals in Kukatpally and later to NIMS Hospital, Punjagutta where doctors treated him in the emergency and later provided him with critical care support.

Despite providing three-days of critical ICU care, the health condition of Suresh did not improve and the doctors had to declare him as brain dead in the early hours of Friday.

Following a series of counselling sessions, provided by Jeevandan organ donation coordinators at NIMS, the family members of the deceased including his wife Renuka, father Satyanarayana and mother Chandrakala decided to donate organs.

The hospital surgeons retrieved two kidneys and liver, in all three organs and allocated them to needy patients based on the organ donation guidelines of Jeevandan.

Hyderabad: Industries Minister KT Rama Rao said Telangana would be the first State to establish one medical college in each district and directed the Minister and MLAs to ensure that the launch of nine medical colleges on September 15 to be a grand fete.

The Minister held a teleconference with Ministers and MLAs of the nine districts here on Friday. The State government was inaugurating nine medical colleges at Jangaon, Nirmal, Kamareddy, Rajanna Sircilla, Asifabad, Jayashankar Bhupalpally, Vikarabad and Khammam.

Telangana government was creating history by launching nine medical colleges on September 15. Huge rallies with participation of nearly 15,000 to 20,000 people should be conducted in each district, said the Minister.

There was a possibility of Chief Minister participating in the inauguration of a medical college and Health Minister T Harish Rao would be attending the inauguration programme at Kamareddy.

Establishing one medical college in a district would benefit people in all the assembly constituencies in the district. Ministers and MLAs from the respective district should attend the programmes and ensure they are conducted in a befitting manner, he said.

Youth and students should be invited for the programmes and awareness should be created among people over the benefits of establishing one medical college in each district, the Minister said.

“The failures of both BJP and Congress in setting up medical colleges in Telangana should be explained to the people” Rama Rao said to the Ministers and MLAs.

Health Minister Harish Rao, who also spoke to the Ministers, said Telangana, which had languished at the bottom in terms of MBBS seats in 2014, had now surged to the top, boasting the highest number of MBBS seats.

For every 1 lakh individuals, there were 22 MBBS seats in Telangana, an achievement unparalleled in the country. “This year, of the total increase in MBBS seats across India, 43 percent came from Telangana,” Harish Rao said.

The Minister though the Central Government had announced establishment of 157 medical colleges across the country but not a single college was granted to Telangana. During the 50-year tenure of the Congress party, only two medical colleges, one in Nizamabad and the other in Adilabad, were established in Telangana, he said.

Prior to formation of Telangana Government, students aspiring to study medicine went to Ukraine, Russia and other countries, facing numerous challenges. The Chief Minister’s vision and efforts had now made things convenient for medicine students as they do not have to travel abroad or other State, he said.
