BCCI Ombudsman issues notice to HCA over governance complaint

Hyderabad: In a significant development, Justice Arun Mishra, former judge of the Supreme Court of India and the Ombudsman & Ethics Officer of the Board of Control for Cricket in India (BCCI), has issued a formal notice to the Hyderabad Cricket Association (HCA) on a complaint filed by former cricketer Gourav Sharma and another, alleging serious violations of the BCCI Constitution and the governance framework approved by the Supreme Court.

The order, dated June 29, 2026, directs the HCA Apex Council to file its reply within four weeks. The Ombudsman has also directed that a copy of the complaint and the notice be served on the HCA immediately, with liberty to the complainants to file a rejoinder thereafter, according to D Guruva Reddy, TCA General Secretary.


The complaint alleges that the HCA has failed to comply with mandatory provisions of the BCCI Constitution, including Rules 3(b), 3(c) and 3(d), relating to membership classification, territorial jurisdiction, recognition of State associations, mandatory disclosures to the BCCI, governance obligations and eligibility criteria. It further alleges that the HCA amended its Constitution in a manner inconsistent with the binding governance framework approved by the Supreme Court and the Justice RM Lodha Committee reforms.

The complaint also alleges that the HCA granted full membership to institutional entities despite the BCCI Constitution restricting such entities to associate membership. These allegations will now be examined in accordance with the law by the BCCI Ombudsman after the HCA files its response.
