The Telangana State Power Employees Joint Action Committee urged the State government to reconsider its plan to establish a third DISCOM and demanded immediate formation of a consultative committee for the upcoming Wage Revision 2026 for electricity employees

Hyderabad: The Telangana State Power Employees Joint Action Committee (TGPEJAC) wanted the Congress government to reconsider its plans to establish the third DISCOM in the State. It also demanded the constitution of a Consultative Committee immediately for electricity employees’ wage revision.
At a meeting held here on Monday, the TGPEJAC discussed the State government’s plans to establish the third DISCOM and its potential implications at length.
The TGPEJAC, in a statement issued here on Monday, stated that it was not against the amendments intended to improve the power sector. However, it stressed that any reforms undertaken must be in strict compliance with the provisions of the Electricity Act, 2023, the Electricity Regulatory Commission (ERC) guidelines and the APTEL.
Furthermore, the TGPEJAC emphasised that reforms should be aimed at ensuring financial stability, improved services to consumers and protecting the employees’ interests.
The TGPEJAC listed 13 aspects, including cross-subsidy, tariff principles and financial sustainability, mandatory upfront subsidy, universal service obligation, privatisation of existing DISCOMs, government dues and allocation of arrears payable to GENCOs, supplier of last resort and supply continuity, ownership of distribution network and operational responsibility, energy accounting, metering and settlement, allocation of power purchase costs, loss factors and risk allocation, operational control and emergency response, employees’ service conditions and recovery of true-up costs, and wanted the State government to examine them and reconsider its plans to establish the third DISCOM.
The TGPEJAC members also met the TGGENCO CMD and the TGSPDCL CMD to stress that the current wage revision (WR) 2022, applicable to Telangana electricity employees, pensioners and artisans, expires on March 31, 2026. They pointed out that there has been an inordinate delay in constituting the consultation committee for the upcoming Wage Revision 2026.
The TGPEJAC requested that the Wage Revision Consultation Committee be constituted immediately and that Wage Revision 2026 be brought into effect without any delay.
